Why is NC Unemployment Rate one of the highest in the nation?

Why is North Carolina's unemployment rate the 7th worst in the country(11.7% in May 2009) with such a diversified business base like banking in Charlotte, high-tech, bio-tech in RTP, and a manufacturing base though out the state?
